ROLE OVERVIEW

Reporting to the Portfolio Head: Health, Community Services & Inclusivity, the incumbent will lead local government in providing solutions and improving performance in the area of Environmental Health/Municipal Health, Primary Health Care and HIV and AIDS response. Represent company on key IGR platforms such as National Health Council (NHC), Technical Advisory Committee of NHC and other relevant stakeholders. Acquire and utilise cutting edge research and information to provide high quality advice on health services in local government to both municipalities and other spheres government. Establish and maintain partnerships with strategic role-players nationally and internationally that will benefit local government in respect of health services.

QUALIFICATIONS AND EXPERIENCE

  • A postgraduate university qualification in Environmental Health, Public Health or Equivalent Qualification
  • Active registration with the relevant professional body
  • A Valid Code 08 drivers’ license and own vehicle
  • At least 5 years’ experience in local government sector at management level; and
  • Knowledge of government policies, legislative processes, policy research, analysis, monitoring and evaluation

 

KEY PORTFOLIO AND PERFORMANCE FOCUS AREAS

  • Multidisciplinary Team and Business Integration: As a member of the Senior Management Team, the Senior Manager: Municipal Health will report directly to the portfolio head: Health, Community Services and Inclusivity and will work with other senior managers in promoting social and economic development as well as safe and healthy environment
  • Strategic business planning; As a member of the Senior Management Team, develop future organizational strategy and associated municipal health objectives seeking to embed a coherent operational forward plan to further company’s mission and goals. This will include to design, develop and implement high quality programmes, projects and interventions which seeks to maximize opportunities for strengthening municipal health capacity
  • Stakeholder Management and Relationships: As a member of the Senior Management Team actively profile company with relevant partners, the business community, the community, the media and the general public to further the Strategic Plan aspirations. Lead on the development of new partnerships and collaborations including relationships with government, non-governmental organisations, learning institutions, business, civil society organisations and community. Attend conferences and external meetings when appropriate to benefit and progress the work of the company. Design and develop structures which encourage the involvement of communities and community organisations in the affairs of local government
  • Leadership and Management: Line-manage, motivate and support senior advisors, advisors, seconded employees and interns. Establish regular team meetings, ensuring opportunities for quality assurance, evaluation and team and individual development are prioritised. Actively participate in, and contribute to, relevant sub-unit programmes
  • Good Governance, Compliance and Risk Management: Uphold sound corporate governance principles in the day-to-day operation of the area of responsibility/ professional discipline. Ensure compliance with organisational policies and procedures. Support the identification and mitigation of organisational and operational risks identified in the area of responsibility/ professional discipline. Identify project/ programme risks – organisational, economic, stakeholder, political and social. Develop and maintain programme risk register and ensure that mitigation steps are applied. Assign values to risks in order to understand financial implications of risk.
  • Financial and Business Management: Support the development of the cluster Budget and ensure the processing of Fiscal Policy related expenses within budget and in compliance with SCM regulations. Monitor expenditure and budget allocations on a monthly basis to ensure accuracy and alignment with fiscal requirements. Identify funding and investment, compile creative and compelling bids and tenders to secure funds for project / programme design development and implementation
  • Monitoring, Evaluation & Reporting: Lead regular quality assurance and evaluation of operational safety, seeking to respond to statutory and policy requirements and as part of a commitment to continuous improvement, recommend and implement changes to content, delivery and staff training as appropriate. Produce oral and written reports on engagement level, activity delivery and the development of new programmes / projects
